You have to skill specific monsters to gain it. I think power doesn't work as other skills do. Then i found the monster that i hadn't killed and it gave me that +1 power. However, when i wanted to gain 1 power, i killed ALL previously respawned enemies and gained nothing. I thought about that as well - since other stuff that respawns give a slight chance to improve skills (like level 1 locks for example). However it is not required to fight them, since the enemies that block the pathways do not ever respawn. I think that is why they respawn, to give the player the opportunity to grind them in order to max out the combat skills.
